Please describe your issue in as much detail as possible:

UI Bug: Persistent phantom mouse hover state on launch conflicts with gamepad focus, creating a dual highlight issue without any mouse connected.

Upon launching Steam Big Picture / Gaming Mode, the UI automatically initializes a mouse hover state (lighting overlays ._3kDT9HSa..., ._1TaKfLOh..., and translateZ transforms) on the very first game card/capsule (.WYgDg9NyCcMIVuMyZ_NBC). This occurs even when no physical mouse is connected.

When navigating away using a gamepad, the active gamepad focus (.gpfocus) moves to the newly selected card, but the initial hover state on the first card remains permanently stuck. This results in two cards being highlighted simultaneously: the first card with the phantom mouse hover and the active card with gamepad focus.

Expected behavior:
Initial hover states should be cleared automatically as soon as gamepad navigation starts, or no default mouse hover should be active on launch when no mouse is connected. Only the element with gamepad focus (.gpfocus) should display active highlights.

Actual behavior:
The first card retains its hover lighting overlays and transforms indefinitely after launch, causing a visual conflict with the active gamepad selection.

Steps for reproducing this issue:

  1. Launch Steam in Big Picture Mode / Gaming Mode (without moving or connecting a mouse).
  2. Observe that the first card/capsule on the home screen immediately renders with a mouse hover overlay/transform.
  3. Use a gamepad D-pad or analog stick to move selection to a different card.
  4. Observe that the first card remains highlighted by the stuck hover state while the new card gains gamepad focus (.gpfocus), showing two highlighted items simultaneously.
