Steam won't stop trying to validate games whenever they crash or are SIGKILLed

Your system information

Please describe your issue in as much detail as possible:

I play a lot of THE FINALS. This game is buggy and likes to crash alot. It is also a multiplayer game which means I need to be able to restart as soon as possible when it crashes so I do not disadvantage my team.

Nearly every time I crash, Steam will not let me back into a game until I sit there and wait for at least 10 or so minutes. Steam for Linux, and only the Linux version, has always had this problem where it constantly needs to checksum the entire game slowly and then redownload the shader cache slowly (fiber internet btw), and it will do this two or three whole times before I am allowed back into a game.

This is absolutely unnecessary. The game is not corrupted. The compiled shader code is not corrupted. There is literally nothing wrong and Steam makes every issue I have with this game ten times worse for no benefit. There is no way for me to turn this off and it has done nothing but cause endless frustration at the most inconvenient times.

A not insignificant chunk of my total round losses were caused by this alone and my teammates probably think I am an asshole.

Also, as I was writing this, Steam completely froze when I tried to get the client version, because of #13549. Really not having a good day today.

Steps for reproducing this issue:

  1. Play a game
  2. Force close it when it freezes or becomes unresponsive. Alternatively, it might segfault.
  3. Steam will probably try to redownload several gigabytes of garbage it doesn't need and prevent you from starting the game again.
