Hm yes but STEAM_RUNTIME=1 not effected.

IMHO in russian resources not have fonts.

Maybe your system is x86_64?
Because on Arch x86 CS:S works fine with russian language
css_linux_rus
But on Kubuntu 12.10 x86_64 text on russian language not shown. Similarly, as you have.
CS:S on Ubuntu 12.10 x86_64, restored from backup for Arch x86, has the same files as on Arch x86
Unfortunately, I can not test CS:S Steam on Ubuntu 12.10 x86. Maybe later? As Arch x86_64
