There's definitely a bug here but it usually only manifests if you've just installed or updated TF2. If, once TF is installed and playable, you restart Steam does browsing the local path work?

Just chiming in that this is still an issue.
Failed to open URI "file:///home/<me>/.local/share/Steam/steamapps/common/nmrih".
Error when getting information for file '/home/<me>/.local/share/Steam/steamapps/common/nmrih': No such file or directory.
The correct path to the default steam library is
/home/<me>/.local/share/Steam/SteamApps
Specifically, I am still downloading no more room in hell, and it's not even in the default library... Right now it's in
/old/home/<me>/SteamLibrary/SteamApps/downloading/224260/nmrih

Closing as @markau's issue was fixed.
Nothing extracted yet.
The client is looking for an all lower-case path, e.g. "~/
(Note, this is before I copied any Source libraries from a Windows install, the issue occurs by default with Steam for Linux install.)
Possibly same root cause as #1174 and #1069.
