This is not a duplicate for #622 since I can open "Help -> System Information" and "Help -> Steam About" just fine and in the correct position and work as a normal popup should.These windows cannot be moved or re-sized. the same thing happes if I start a conversation in the steam chat window wile in game and then out of game it acts like the notification popups.

System Information and About Steam weren't the only affected windows.

This is assumed to be a duplicate because the windows with a problem appear the same as the windows with problems in #622. I think there's a fair amount of randomness in which windows and when, at least according to the discussion in #622.
