systray is implemented via libappindicator (it works under multilib too)
"is this Cinnamon? If so this is #184"
This looks more like KDE.
AFAIK after using e17 it would be nice to just select layer which steam should use for notification. Also implementing own redundant notification system that works in desktop mode is pure evil on freedesktop systems (ubuntu is one of them too) #46
(own notification system in gameoverlay/big picture is good)
My screenshot is KDE. Sorry, I should have said that first.
It's similar to https://github.com/ValveSoftware/steam-for-linux/issues/184, but in KDE case the notifications are above the taskbar. They need a better integration with the desktops or a system to choose a position and a custom fitting. Anyway, Steam developers are who have to choose the better solution.
Exactly the same happens to xfce4 and probably others...

Mostly related to "Steam "close window" button just minimizes. Perhaps implement a system tray?" https://github.com/ValveSoftware/steam-for-linux/issues/11 and above all "Integration with system notifications" https://github.com/ValveSoftware/steam-for-linux/issues/46
While Steam hasn't a integration with system notifications and a few desktops (if will have it at any moment) it would have a system to fit to all with having a custom margin, like other apps how aMSN and others. It's to avoid this:
It would be nice to have an option to add a number of pixels on bottom, left, right, top when it isn't in fullscreen application to appear the notification popup. It's simply and effective.
