If Window focus mode is set to Mouse and not Click (with gnome-tweak-tool) inside Gnome-Shell, you can't use steam's menu because it changes focus.

Steps to reproduce:

  1. Open gnome-tweak-tool
  2. Go under Windows -> Window focus mode and set it to Mouse
  3. Open steam
  4. Try using the menu bar
