Getting the same problem
Same, just hangs on "Creating local games cache files...".
While I was able to install the game last week (after a few tries), it refused to update to the most recent build this week (stuck with 'update suspended'). I uninstalled the game and tried reinstalling however it doesn't progress beyond 'Creating local games cache files...' and eventualy presents me with a 'Connection Time out' error.
I deleted the appcache and did a 'steam --reset' to no avail. This happens both on a Gentoo box and an Ubuntu laptop.
Workaround: switching to a New Zealand mirror as mentioned in #2843 kicks off the installation process...
This issue still persists.
Steam is using "France - Paris" region.
Confirm: still can't install on Ubuntu 13:04 64bit (USA)

This is still an issue for me on the UK-London server, but I've just tested UK-Manchester and it works there.
