I just had the exact same thing, I recently switched from Steam client stable then to beta. My proton games stopped working, so I switched back, and got the exact same result.
Solved by doing a steam --reset then restarting steam.
I'm on SteamOS fwiw.

For reason of your reference, I don't see anything related to your issue especially since yours was closed due to https://github.com/ValveSoftware/SteamOS/issues/652
Mine has nothing to do with Steam breaking from Proton, SteamOS, mesa-vulkan-drivers, or on switching to beta client. Yes, it could be another issue with your issue, it just isn't the one yours makes reference to as an issue. I didn't find any duplicate when I created this and had noticed others not dealing with this exact issue as an issue.
Its when switching from beta. Obviously, something isn't cleared, cleaned, or corrected when doing so. It may even correct itself when the next stable update of Steam is released, but don't know until then. But, obviously since Valve allows switching from and to beta this should have a test put in place so it doesn't happen again.
Its good to know 'steam --reset' will fix it. Faster is better =)
I probably confused you. The issue referenced is something else unrelated, but in the process of testing that I ran across an identical issue to yours. I had the exact same error...and could only fix it with a steam --reset. I'm just chiming in that you are not the only person with that problem!

Please describe your issue in as much detail as possible:
End beta participation, restart Steam, Steam refuses to run with multiple crash dialogs ending with steamui.so.
Delete all steam files (except games - but delete proton if found) and re-install Steam allows Steam to start again (might be able to be narrowed down more).
