I can confirm the delay and visible repositioning on Debian x64 + Gnome Shell 3.6.
I am experiencing this as well, but my windows seem to be opening in a strange size as well as position. I documented this on #622

I can confirm this and have noticed it happening since the latest update.
We'll have a fix for this in the next update.
I have the same problem on Fedora 17 64bits and Gnome 3.4.2 since the last update.
@johnv-valve: Even after today's update, I am still experiencing this, but not always. So far I noticed this delay for "Connecting Steam account" and the following Friends windows.
@johnv-valve: Ping, reopen might be appropriate.
I can't repro this with Unity, Gnome 3.2 or XFCE. We'll keep looking but I'm not sure how much of a delay there'll be before we can do anything about this.
I can't reproduce this anymore neither.

Experiencing this just as described in the original post.
I see this behavior with Cinnamon 1.6.7 / Gnome 3.6.2 on Gentoo 64. It doesn't bother be, except that the copy/paste tooltip does not reposition, but is interactive where it should render.
Also, on my Gnome 3 whenever Steam pops up new dialogs these have incorrect size until they are actvated. Perhaps this is related? Or should I open a new bug for his, or is this perhaps #622?
@Majkl578 If you alt-tab with the 622 bug present, you'll see the exact same thing going on.
Still having this issue, made much more noticeable with the new hoverable menus. A fix would be great.

Windows are initially placed near the top left corner but are moved to the center of the screen after a split second. This seems to mostly affect all windows. Even the main window, even if the effect is slightly less visible there.
