[TF2] Steam beta must be running to make use of find servers

When I'm launching TF2 loads unlocalized (english) version and when i trying to find some server to play this message appears.

Also new error message appears in console:

[S_API FAIL] SteamAPI_Init() failed; SteamAPI_IsSteamRunning() failed.
[S_API FAIL] SteamAPI_Init() failed; unable to locate a running instance of Steam, or a local steamclient.dll.

Usually restarting Steam and TF2 helps me but its annoying.
