Confirmed on Debian experimental x64 with Gnome Shell 3.6. Additionally, up/down keys do work (change the value), but don't change current value in dropdown.

On the bright side: at least if you look closely, you can see the blue text of the countries that are not selected.

On Fedora 17 x64 with an Nvidia GTX 550, I have the same problem. The scrolling seems to work, but the "new" list is not displayed. And the non selected-text is impossible to read on my system.

The scrolling in these comboboxes will improve in the next client. The bad colors are a harder problem but those also will improve over time, and are held in issue #783.
