It looks more like #691 but acts more like #194 in that it only changes the highlight when you move off of the combo box.

This is a problem in Chromium and so can affect any web page with a combobox. It's the same thing as #194, just manifested in a different way. We put a workaround into the age verification page but we'll need to do the same thing on all other pages.

Just to add to what happens (For me anyway on TF2 achievements):

The Steam client uses 10% of my CPU (instead of the 0%-1% CPU usage) when I am mousing over the achievements dropdown, the RAM usage stays the same. The blue box that covers the option does not follow the mouse. When I click out of the achievements dropdown by clicking beside the box or clicking on an item in the dropdown (It goes to the correct page if that is done) the blue box goes to the correct place.

I use Lubuntu and have over 3.65GB of RAM spare out of 4GB (The steam client using about 180MB of that).
