Steps for reproducing this issue:
Open steam
E.g. go to Community -> market
Under search click on 'Show advanced options'
Choose e.g. 'counter strike: global offensive'.
Now click on any drop down menu e.g. 'weapon'. The drop menu will stuck on top of my screen forever no matter what, until I quit steam.
More info: I noticed this happens to many drop down menus from steam, not just in community-market-search options. It's been months like this. I thought it would be fixed soon the first time I saw it.
