Steam's Open Dialog is opened when saving an image instead of Save Dialog

When opening a piece of artwork or screenshot from the Steam Community, if you click "Save Screenshot As" instead of opening a save dialog, an open dialog is opened. Thus files cannot be saved as it is trying to open one instead.

Steps for reproducing this issue:

Navigate to Steam Community
Find a screenshot and click on it
Right click on it and click "Save Screenshot As"
Observe issue
