Hello @FWijanto, you've described an issue with Steam, not Proton itself.
In Steam's library view, please select one of the affected games, then the ⓘ button on the right side. There should be a line in the additional details with something like "Runs on this computer via Steam Play. Proton # selected by you for this title". What version of Proton do you have selected in Steam's global settings and what does that line read when Steam doesn't let the game run?

thanks for the re-labeling of the issue this does make more sense. Unfortunately, I am not able to reproduce the state of the greyed-out button, if I check out the "Force the use of a specific Steam Play compatibility tool", the "Play" button remains activated. For what it's worth my default version of Proton in the Steam global settings is 3.16-9, which also shows up for these games if I press the ⓘ button like you instructed.
Glad to hear it's behaving now. This sounds like individual games got configured to use an invalid Steam Play compatibility tool or to a third-party Proton version that no longer exists on your system. Without having a method to reproduce the issue, we can't really investigate further, only speculate that you encountered one of the quirks that have already been reported like #6874 / #7404 / #8175.

how do i fix this.

Hi,
I had an issue with the steam client marking several Proton games with a greyed-out "install" button, with "available for (windows logo)" next to it. This makes the game unplayable using the steam client as clicking the "install" button does nothing. Affected games in my library were Abzû, Evil Genius 2, Mortal Kombat X and Raji: an ancient epic. I run an up-to-date Arch linux system and I tried the normal steam client (native) and the beta branch with the same issue. This happened to these games spontaneously after having installed and played these games quite some time ago. The local game files are all there on my system. Note that I had both Proton 6.3-8 and Proton-6.20-GE-1 installed when this issue appeared.
Workaround: Going into Properties...-> Compatibility -> ☑️ Force the use of a specific Steam Play Compatibility tool prompted a game file verification process and re-enabled the play button. I tested that the games in question were working afterward.
