UPD:
I started gnome wayland session and through xwayland, seems, issue is less horrifying.
Bug isn't gone, but F.E.A.R is at least playable.
@kisak-valve please, mark this issue somehow.

You have wired or wireless mouse? I have similar issue with MX1000 mouse. Base station reset and reconnect fixes this.
Wired mouse
I had this issue with Bioshock. I think it's because I increased resolution in game and then kept playing. Restarting the game after the increasing the resolution completely fixed this.
Happening on wizardry 8 as well on proton 10.0-3, which is quite unfortunate considering it's the only version of proton since 5.13 that works with all the game's renderers. It's a regression btw, did not happen on any proton version prior with that game.
Edit: It was fixed in 10.0-4!

I have troubles with vertical mouse movements in some games.
These glitches feels like when you move optical mouse on a bad surface. Like game just ignores mouse input every N frames. If i move mouse vertical and horizontal - this happens with horizontal movement too, but if only horizontal - no issue.
This happened for me with:
F.E.A.R
S.T.A.L.K.E.R.: Shadow of Chernobyl
Most horrifying is in F.E.A.R.
In stalker it feels like your pointer is in bottom screen edge and can't move lower, but if you move your mouse bit faster, it moved down.

BUT this issue isn't resolved by changing resolution to native - it just feels bit less horrifying.
