Some PBR textures in Skyrim Special Edition (independent of the PBR texture packs used) display a strange animated warping pattern (see attached).
When using Proton 11 or Proton-GE 11, if the player character enters one of these affected areas, the warping pattern is also rendered on the character. The issue also affects nearby objects, causing them to appear as if they are covered by a moving animated pattern.
Switching back to Proton 10 or Proton-GE 10.3 immediately resolves the issue.
Troubleshooting performed
To verify that Proton is actually the cause, I tried the following:
Tested with multiple different PBR Landscape texture packs.
Changed various graphics settings.
Checked logs and INI configuration files.
Completely deleted the Wine prefix and reinstalled the game.
